“think-pair-share” should not be used for gathering prior knowledge. However using this strategy only for demonstrating  knowledge already known makes the most sense. If a student does not have prior knowledge then they will not be able to think, and then therefore pair or share. This does not create a safe classroom environment. Use this strategy after the student has some background knowledge on a topic or area.
